Distance Learning

Outline of Project Goals

       The purpose of this proposed grant request is to help fund, at the rate of 50%, the construction of three distance learning Technology Centers for the residents of Region X, a six-county rural district in northwestern Nebraska.  Each facility is to be equipped with state-of-the-art computers and high-speed Internet access.  The objective of these Technology Centers will be to provide needed postsecondary education to high-school graduates, who otherwise have little hope of attending college.

     As a result of the fast advances in technology, the local industries of Region X have been unable to fulfill their demand for skilled workers.  Therefore, the region is in danger of losing its primary employers.  By building technology facilities which offer accessible collegiate distance education courses, this area will be able to meet its labor demand, and perhaps will attract new businesses as well.

     This project will be a cooperative effort between Your College Connection, the Federal Government, local school districts, the University of Nebraska, cities and towns residing in Region X, and local businesses of Region X.

     In order to help meet the financial demands of this venture, this paper sets forth a proposal plan for obtaining a Learning Anytime Anywhere Partnerships (LAAP) federal grant, number 84.339.  LAAP grants are established under the Higher Education Act, Title IV, Part A, Subpart 8, Public Law 105-244.  The dollar amount requested is in the amount of $500,000, renewable each year for a four (4) year total (Learning Anytime Anywhere Partnerships).

     The objective of the LAAP is to provide grants or enter into contracts or cooperative agreements to enhance the delivery, quality, and accountability of postsecondary education and career-oriented lifelong learning through technology and related innovations.  Funds are awarded to eligible partnerships who develop and assess model distance learning programs or innovative educational software.
